What's libsocket? When/where/why did it crrep into the make?

I 'googled' for libsocket, and found
http://www.phekda.freeserve.co.uk/richdawe/lsck/lsck_dl.htm which seems
to imply that development has ceased and nothing has been done since
Feb 2001.

Is it a (linux) library that I should have, and don't, or a Sun Special?
