More info:  I now think the problem is a reversal between "tables" 
and "operations" in the PIDF.  

I fixed libbase_udf/conv_units.c so it uses unsigned chars, and
it promptly barfed back with CONVERT_TO_UNITS: INVALID TABLE NUMBER.
That seems quite reasonable behavior.

A look at the VIDF, then, showed *table* 0,1 with *operation* 150.

Is this making sense to anyone?
