  Off the top of my head I would say that it wouldn't take much but that 
depends on your needs.  In my mind the user interface would be the most 
difficult part of the problem.  The ability to select an IP interface 
based on an address is trivial.  Managing the lookup table is not but 
need not be a difficult problem.  For example, what do you do if an 
interface goes down?  With a static table you would ignore it but 
perhaps you want to detect the condition and do something more user 
friendly about it.
