#4 2.3.6 seriously broken

out of the box on two different windows 2000 machines
with sun 1.4.1 and 1.4.2 vms, if i startup the server,
connect the admin console and then the viewer and use
the viewer to publish a message the message server
consumes all CPU cycles for extended periods of time,..
any subsequent operation in either admin or viewer app
kills my cpu.
