Another thing I just noticed, the data is read wrong. IE:
None of the Water tiles have the Water flag set, a number of
them have options such as West Wall, etc set, when this is
clearly not the case.

Err..correction, some do, but you get the idea, something's
not right.

To clarify my second comment, I meant that some of the water
tiles do have the water flag, but the flag functionality is
effectively broken.
