Dungeons tend to be very sporadic with monsters. I
quite often see a room with several completely
different types of monsters in them. Assuming the
factions request is done, that would just result in the
game having a lot of combat and little that the player
actually experiences happening while reducing the
monster population. ;-)

When a room/area is populated with monsters, the
monsters should stay to a similar type. A snake and
goblin are not going to be sitting around in a room
together waiting for the player. Two or three goblins
might be, however, maybe with a trained warg or something.

Likewise, the content of the terrain should determine
the monster. A crocodile shouldn't be found outside of
a room with water in it. Random "stupid" monsters
shouldn't be in a room full of traps - only creatures
that can be expected to make, use, and avoid traps
should be there.

Another example would be spawning fire-based monsters
in rooms with flames, and so on.
