Other clients work just fine with these large images, so I would not blame it on Twitter. Apparently, Twitter currently limits new avatars to certain sizes and formats, but they have grandfathered the older images that are already in use. My friend continues to use his old avatar because it is an animated gif.
By the way, every other client I have tried properly scales the images (gwibber, choqok, twitterrific).
