I'm afraid I cannot be of help. I know very little about the Office API. Even if you do not have CAWT (any reason you cannot download it?), it is open source so you can look at the code and see how it calls the Office API's and follow that in your own code.

Rather than using twapi directly, you might want to use the CAWT package which provides wrappers around the Office applications. See http://www.cawt.tcl3d.org/download/CawtReference.html#::Ppt::AddTextbox
