#11 scrollbar semantics suboptimal

this is tvision legacy, but the way scrollbars work sucks.
imo, the scrollbar should indicate the location of the
currently visible region, not of the currently focused item.
i.e., clicking the scroll bar should scroll instead of
moving the cursor (unless it would leave the view).

I like the way that's implemented.
What you say could be a configurable option, but I won't
code it.
Patches are welcome (must be configured using the tvrc
mechanism).
