TuxServe v0.0.4 alpha released

The first release of TuxServe is here! This version of the fserve for XChat2 is an alpha release (version 0.0.4), but it does actually work.

The main reason for this being released as an alpha instead of a beta is due to the lack of testing and the poor docs - so we need you people to play around with it and test it for us. The reason for the crappy docs is that I'm too busy working on the code.
