Increasing tux_elev_scale in course.tcl will do what you want, I think.
That value specifies the height in metres between white pixels and black
pixels.

Unfortunately, the only way to do that is to increase the value of
MAX_TREES in course_load.c.  I'll increase it for the next release -- is
8192 enough? :-)
