Gimp1.1 displays the current cursor position in the bottom left corner
of the image, it has also a tool for geting the distance and angle
between two pixels, but it won't give you subpixel values (1.0).

No, script-fu is very limited and it is impossible to do such kind of
things with it, only a real gimp plug-in would probablly be able to
perform such a task.
