Well, it's in CVS already.  However, the code in CVS is a bit... odd...
at the moment.  I'm not sure the best solution for building test binaries
for i18n maintainers to poke at.  Perhaps just let them live with the
weird behavior due to some of the half-implemented new features...?

In the meantime, if you have a Linux box handy, it's pretty trivial
