#40 Add a well-defined border to the canvas

The edges of the canvas are not totally apparent, due
to the shape of the toolbox, selector and color
buttons. Users tend not to draw to the very edge of
the canvas due to this, can thus the Fill magic tool
'spills over' into regions where they didn't want it to .

As an option (either program-wide via config file, or
perhaps when starting a New picture), allow a black
border to be added to the new image, to help prevent this.

    Will this black border be part of the interface or part of
    the image? If it will be an option to add to a specific
    image, my preference is the border not be editable (affected
    by tools) once placed.

    Responding to pnakashi:
    It could act like a coloring book 'starter' image, which
    means it would affect tools like blur, smudge and, most
    importantly, fill, but it could not be erased or drawn over.

    Planning to make Tux Paint's UI (button shapes and icons, their sizes, etc.) theme'able, so this issue will be moot.
