#254 Separate, optional, Stamps package for Android

Starting with Tux Paint 0.9.31, the entire Stamps collection was included in the Android build of Tux Paint (Android-specific things maintained at https://github.com/tux4kids/Tuxpaint-Android). As noted in https://sourceforge.net/p/tuxpaint/bugs/284/ that adds a lot of content to Tux Paint (30MB->255MB, dropped to ~155MB after efforts made to reduce the size of many sound files).

Ideally, we would offer a main "Tux Paint" package, with just the program (and config tool), and a separate "Tux Paint Stamps" add-on package, like we do for other platforms (e.g., Windows, macOS, Linux).

Some notes containing possibilities for how this can be achieved are in https://sourceforge.net/p/tuxpaint/bugs/284/#ca3b

(Ticket 284 was closed, based on the 100MB size reduction hopefully helping, and the plans found in this ticket being our long-term solution.)
