Allow users to create new Template images from within Tux Paint. (I'm thinking this could be an option found in the Open dialog, and possibly something to make inaccessible via Simplification settings.) See also https://sourceforge.net/p/tuxpaint/feature-requests/52/ for creating new Stamps directly within Tux Paint.
