#212 Better-sized (larger) onscreen-keyboard buttons

Anat Caspi reports that the onscreen-keyboard buttons are appearing small. In 0.9.26, we allowed for double-sized (48x48 vs the original 24x24) buttons when the screen was large enough to allow it.

However, in a 800x600 window (Tux Paint's default), the 24x24 size is still chosen. (In 1024x768, the larger buttons are used, taking up about 86% of the canvas width, vs. only 59% with 24x24 on 800x600's canvas.)

Allowing more sizes (not just 24x24 & 48x48) would allow for some larger buttons, even on smaller window sizes.
