#201 Group and paginate Magic Tools
Extend Magic Tool API to allow tools to be grouped in certain ways (e.g., some of the natural effect painting options, like Grass, Bubbles, etc., versus color affecting tools like Darken, Negative, and Lighten).
Replaces #169, which has a comment thread that went off-topic.
Done! Will be in 0.9.27.
