Allow locale font files to be specified in conf file
(so instead of using
/usr/local/share/tuxpaint/fonts/locale/ja.ttf,
it can use /usr/local/share/ttf/kochi-mincho.ttf).
Distros can take advantage of this.
(Ben Armstrong's suggestion.)

How about using the system fonts? Is it technically possible?

System fonts are supported as of 0.9.15, but not enabled by
default. (SDL_ttf and/or FreeType can cause crashes on some
    fonts.)

With SDL_Pango, I don't believe locale-specific fonts are required, so I'm guessing this RFE is now moot. Ben, what do you think?
