    Clarification: by "runtime" I mean either via command-line
    options or config. file settings, rather than after the app.
    has already launched and is running.

    From the manpage:

           --keyboard --mouse
                   The "--keyboard" option lets the mouse pointer in Tux Paint  be
                   controlled  with  the  keyboard.  The [Up], [Down], [Left], and
                   [Right] arrow keys move the pointer.  [Spacebar]  acts  as  the
                   mouse button.
    

    So I suppose is the idea is, via configuration (config file or command-line option), override which keys are used for which event (motion, clicking).
