The Negative tool converts pixels of the picture such that R=255-R, G=255-G and B=255-B (so black becomes white, blue becomes yellow, red becomes cyan, etc.).

To help teach complimentary colors, there should be a tool which simply takes the HSV of a color and rotates H by 180 degrees (so blue becomes orange, red becomes green, etc.).
