#291 Scroll wheel problem on Windows

Testing Tux Paint 0.9.33-rc1 (but apparently this happened in earlier Tux Paint versions) on Windows, my son points out that the scroll wheel behaves strangely when scrolling up. Instead of reacting how one expects (and how I see it behave under Linux), it seems to stay stuck at the bottom of the list (e.g., brushes or eraser options), while jumping up one or two items as the wheel is rotated.
When scrolling down with the mouse scroll wheel, it works as expected.
We tried altering some mouse settings in Windows (e.g., from "3 lines" to "1 lines") to no avail.
Since it seems to be a bug that preexists 0.9.33-rc1 beta, and it doesn't happen everywhere (it sounds familiar, but I think perhaps it was my son who reported it long ago -- I do not see any other people complaining about it via email, SourceForge tickets, or on social medai), I do not call it a showstopper for 0.9.33 final release, but if anyone can reproduce the bug it'd be nice to get further details.

    Well, I have not seen such behavior, but I have created a build with debug output enabled.

    STDOUT will be redirected to "C:\Users\<UserName>\AppData\Roaming\TuxPaint\stdout.txt"

      I think he played around a little too long, but hopefully something in here might provide a clue? If this is too much, I can try running just a very minimal test & sending that output. :)

    I can't reproduce either, but I have a question:
    Does this problem happen also in the "New" or "Open" dialogs?

      No -- only the selector on the right (brushes, magic tools, etc.)
