Anyway, this looks as the "keyboard controlling mouse accessibility stuff" being hitted by a stalle key (7) or something in SDL that behaves the same.
In the tuxpaint config screen->accessibility tab is "control pointer with the keyboard" marked?
Or is Tux Paint launched with the --keyboard option?
If so, please try unchecking the "control pointer with keyboard" or launch Tux Paint without the --keyboard option or launch with the --nokeyboard option

It could also be something on the device detected as a joystick, (the first versions for Android got accelerometer detected as joystick)
If the above about keyboard doesn't fixes the problem, then try in tuxpaint-config , in the joystick tab, set the device number to something non existing, like 10 (most likely the device doesn't have 10 joysticks)

Thxs Pere Pujal, the joystick fix WORKED, it was like you says... it was detecting a joystick... I dont know if its the LUbuntu 16 that its detecting that (I dont have an app that use joystick to test)
