[Tuxnes-devel] HACKING file

Hi team,
	I just committed a [currently barebones] developers' guide called
HACKING to the CVS repository. This is inspired by the Gnuboy emulator
which I tried out recently. I was highly impressed with their HACKING file
and I would like to document our system as thoroughly. Suggestions on how
to proceed are welcome.
