I have to run to work, but here are a few thoughts.
1. Looks like "pa" is the correct two-char abbreviation, so the file should
be "pa.po"
2. You have to add pa to the list in po/LINGUAS
3. Make sure your translation got installed - look in
/usr/local/share/locale, there will be a directory for each language. There
should be one for pa, under that should be LC_MESSAGES, under that should
be tuxmath.gmo. Also, if the translation is there, make sure you are
calling your customized tuxmath rather than the one from apt-get by typing
"which tuxmath" - it should say "/usr/local/bin/tuxmath".
4. It sounds like you definitely have the pa_IN.UTF-8 locale installed
already, but otherwise that would be something you could confirm by running
"sudo dpkg-reconfigure locales"
5. From the command line, I test different languages by setting the LANG
variable directly, e.g. instead of just typing "tuxmath", type
"LANG=pa_IN.UTF-8 tuxmath". But it looks below like you have the LANG
environmental variable set correctly.
6. You might test running tuxmath in a different translation known to work,
for example make sure you have the French locale on your machine (can add
it by "sudo dkpg-reconfigure locales" as listed above), then run
"LANG=fr_FR.UTF-8 tuxmath".
My best bet is that you could have overlooked the po/LINGUAS step, but
maybe not.
