OK - I made the executive decision and changed configure.ac in both
tuxtype and tuxmath (all branches) to require 0.18, and ran
"gettextize" on the programs to upgrade all the associated m4 macros
and other files.

So now we need gettext 0.18 to build from git.  Hope this isn't too
much of a pain for anyone involved.
