I'd agree. If we're going to make the switch in any case, it may as
well be during SOC.

Also, it apparently won't let me configure at all without a version
declared--at least, I think that's why. Automake fails and won't
create config.rpath (on Fedora with AC version 2.63, and automake
version 1.11.1). I'm currently using 0.17 and added the line back
locally for now. So, I'm decidedly not biased :)
