[Tuxmath-devel] Quick and dirty tuxmath_config Qt4 based

Hi,

I have made a quick and dirty tuxmath_config program with Qt4 Designer.
For now it can set options and save as default file, or read the default
file for modifying it. At start it has the default configuration.

Source are in my site. You need qt4 to compile it. Windows version is in
the installer (it's a new .exe with the same name, unfortunately).
