[Tuxmath-devel] Saving options in a file

I submitted a patch to do that back in February on the sourceforge 
patches thingy.

Saves the options selected on the screen to
$HOME/.tuxmathrc when they are set, and loads them on
startup.

Command line options take precedence over the saved
options.

Tested on Linux, not on Windows but I've made an attempt. [to make it 
work on windows]
