[Tuxmath-devel] docs moved!

I've moved all of the ".txt" files out of tuxmath's root directory and
into a 'docs' directory.

This is 1/2 to make the directory much cleaner, and 1/2 to make
moving the docs into a "/usr/local/..." kind of place (during 'make install')
easier.

Please do an update.  You'll probably need to check out the "docs" dir, too.
