I have al my photos & movies on an external HD & did a backup using Disk Utility, (OS x 10.9.5). Now, when I add more photos, can tuxboot perform an incrementalbackup?

No. Tuxboot is not really a backup tool. It's a tool to help you to create a bootble Clonezilla/DRBL/GParted/ live USB flash drive.
