There are python chatbots available, capable of basic command execution.
I see: Speech synthesis + Speech recognition + chatbot = a real nice
command-and-control dialog manager

I also updated http://www2.tux-is-alive.com/wiki/Text-to-speech#Cicero.2BMBROLA
Blind users seem to prefer Cicero+MBROLA. And... it's python.
