#25 /mod_soap handler borked

doesn't work for me, throws an error about can't find
Apache::SOAP. if i add Apache::SOAP to the loaded
modules (in startup.pl or PerlModule in httpd.conf), i
get errors about can't find Apache.pm

is this an apache 1/2 issue? let's make this work on
both, and document it, or disable it in the default build.

This was tested on apache 1 so I'm not sure if it works on
apache 2. I'll find out...
