I'm not really surprised, anything using the "fontconfig" madness on Windows by definition never works, there's a huge thread on the Zeranoe FFmpeg forum, where folks don't manage to make it work -- unless it's in the current working directory, but I have no special "use ffmpeg/ghostscript/rsvg-convert/whatever only here" directories. Back to 2.40.12, if I get an obscure "pango" error I dont't have the font, and that's that. :-P

did you started fc-cache first or use rsvg-convert directly? just wonder whether crash happen during caching.
Instead of 2.40.12 I recommend 2.40.10 version >= 2.40.11 have scaling bug
