i want to use it with Platform and CDT. We need it for as small as possible eclipse package. How can i use it without JDK?

It's not without the JDK, it's without the JDT. I was thinking of creating a separate feature where the JDT is not required (which is required for a couple of the plugins)

Is anyone using (or planning to use) the plug-in on an Eclipse installation that does not have the Java Developer Tools installed?
Maybe the guys of EasyEclipse may find that interesting. They deliver tailored installations of Eclipse at http://www.easyeclipse.org

Maybe a bit late (and not too much people seem to care anyway), but here's one vote for the plug-in without the JDT depency.
