#5 Multiple billing rates

This patch provides the feature of multiple billing
rates in timesheet. Billing rates of each user can be
changed for each project. At present reports don't show
the new billing rates. It only captures multiple rates
and stores them in the database. web based report
section will be added in future.

This patch should be applied to 1.2.1 source and then
it should be installed afresh. New tables have been
added to store additonal data. It should not affect
existing schema of other tables.
