[trustees] Trustees and BIND conflict on Debian Sarge.

Hello,

On Debian Sarge, we need to unload the capability modules to be able to 
load trustees module (not 2 security modules at the same time).
But if we unload capability module, BIND9 can not be started anymore, 
complaining about not being able to
