ask Thomas if evtl extension of resources.py could be solved by a second database. link between databases via proposal id

new view with table similiar to proposal list

project name | under construction, in operation,... | contract conditions | link to monitoring data
prepare a 'hidden' view somoehow accessable by the admin/consortium
