#10 Assign req and notification in one step at creation time

When you create a new requirement it wouldt be nice to assing the responsable at this time in one step.

Actualy you have to create the requirement and then re-enter to assing the requirement to somebody.

The same thing happends with the notification. This would be a configuration option, you can for example set this in true for all req.
