#38 install problems, build non-root, separate system

I have tried to build and install tripwire, and
have come across a number of related problems.

If I run configure as a non-root user then it does not
correctly locate sendmail, which is in /usr/sbin, not
in my path. Simplest workaround: I suggest change to
INSTALL file to say prefix "/sbin:/usr/sbin:" to $PATH

make install
fails: ./install/install.sh not found
The suggestion in bug report 1391644 about linking
contrib to install does not work, for two reasons:
1. it ignores $prefix
2. when I try to use
make DESTDIR=/some/path install
it is no good, because I think the install.sh script
should be run on the target machine not the build
machine. My target machine (router) does not have a
compiler installed. The contrib/make-bin-dist is a bit
too cheesy (and inaccurate) for my taste. As a minimum
the INSTALL text could be amended to say that this does
not work at the moment.

Both of these issues are correctly addressed in the upcoming release.
