This patch is about building of units.
It adds a bit of programmability of production for XML game makers.
Backwards compatible. Only two new IMPLIED XML fields.
Main changes are in class
*fix typo of constant "FACTORIES_PER_COUNTRY_PROPERTY" and updated
*fourth edition rules coding hidden from user, added two constants
"FACTORY_TURN_LIMIT" and "MORE_THAN_ONE_AA_PER_TERRITORY" to allow use
*can now create units that must be built at a factory type unit
*can now create units that is allow one per territory only (in terms of
*can now create units that have a production capacity (not resource) cost
*can now create units and initialise it to have taken hits already
*Ships are built at ship yard. Troops are raised at barracks.
*A city can only raise troops when a general is present.
*A city can raise twice the amount of troops when two generals are present.
