#219 Unit Placement Priority

Right now the unit placement priority starts with Infantry, Artillery, Armour, etc. At the very end of the list is AAGun and Factory. It would be nice if you could change it so Factory and AAGun are at the top of the placement priority so that when you are suffling units from territory to territory the Factories and AAGuns won't constanly be moving around.
