#211 Improvement of the banning system.

The current setup of the banning system does not serve it's full purpose, because the banned player can simply change their IP address.

I believe if we ban the IP address and the username, players will be more careful when they are warned. This will cause them to 'lose' their username forever if they get perma-banned, as opposed to what we have now, which would allow them to keep all of their information unchanged.

P.S. I am suggesting this and a few other admin features to help curb the problems that are developing on the lobby. The lobby is becoming way to out of control with most of the moderators allowing things that are clearly against the lobby rules. I am hoping that we can get a fresh new set of administration features added to give the moderators an advantage over ban-evaders, etc.
