#204 A help button on the main triplea screen

When you first start up TripleA, you are given a screen with buttons for a few things (choose game, load saved game, game options, start local game, start pbem game, host networked game, connect to networked game, find games on the lobby server, download maps)

we need 1 more button called:

"Help / FAQ"

and all it needs to do is open a webpage with this link:

should be pretty easy to do,
and we really need something like this,
