#197 Add .xml ability to place new units on enemy territories

This is an extension of the v3 current rules for China. One nice addition to their rules (to use on other scenarios) would be to allow placement of new units on empty enemy controlled territories on the .xml (instead of having to do it manually) to simulate guerrilla forces.
