#361 neutral convoy zones


convoy zones, that is water="true" areas with a production value specified in their territoryattachment, yet not given a specific "owner" cannot be 'invaded'

in order to capture these territories, an 'owner' must be specified.

    Convoy Centers (sea zones with IPC values) aren't captured per se. They can be interdicted, but not captured. An opposing player may never collect the IPCs for a CC, but only prevent their original owner from collection the income.

    It may appear that they're captured because the owner marker changes to the invading country, but in reality it's not a capture.

    When there is no owner assigned, the neutral flag is placed in the sea zone, and I see that it's not switching to the invading player. But this really isn't a big deal since nobody will ever be able to collect the income for the originally neutral CC.

    Interestingly enough, it looks like the next player to invade the territory WILL get their country marker set, but they still don't gain any income. But this time, it throws an exception if the neutral cost is more than the player has on hand.

    I'll take a look, and can see an enhancement to make an option for the inclusion of neutral convoy center types of territories, but it's not going to be high on the list at this time.
