Triple A awarded the +10 NO to Japan on round 3 even though Japan had previously invaded FIC in round 2. Maybe Triple A was confused because Japan had still not declared war on USA round 3, and FIC was British controlled at the end of J3 (not Japanese).

Is item 18b on my list. I had forgotten it was there, until it happened to me in a game. This one is a bit problematic, because it can easily go un-noticed by players and is 10 IPCs to Japan
