Upon ending any Politics phase, all captured territories owned by any Allies of the original owner are given back to the original owner, always; even when the original owner doesn't own his own capital or even it has been totally eliminated from the game.

In this savegame you can see that KingdomOfPrussia owned Hanovre is given back to the Allied UnitedKingdom, during the Politics phase of France, even tho the UnitedKingdom doesn't own his own Capital.

I've experienced this bug in other games too, and always related to the Politics phase being present, as a phase. Without any Politics phase, I think it never happened.
