I am trying to place major factories with Japan in ww2 Global 1940 2nd edition. The territories have a value of 3, and I have owned them several turns. I am just wondering if there is a bug, if im doing something wrong or anything else. The territories I am trying to place in are: Manchuria, Kiangsu and Kwangtung. I was able to place in Korea.
When I click on the territories, no text box or recognition of my selection shows up (like when you click on other territories it reads "no more constructions allowed in...."

In 2nd Edition you can only place major factories in territories that are considered to be 'originally yours'.
Manchuria, Kiangsu, and Kwangtung are not originally Japanese, they are Chinese.
This is not a bug.
