[Trilldev-announce] IRC Updates

After learning everything needed to update and upload files to the CVS.
three scripts have been added with more to come.  Also, I've been named
head of IRC over at Civilians, so look for updates there as well.  I
encourage anybody with questions about scripting to post comments and/or
questions here.  I'll make sure they're answered.
